IMF team to arrive in Egypt on Wednesday for loan talks

CAIRO (Reuters) - An International Monetary Fund delegation will arrive in Egypt on Wednesday for talks with the government on a $4.8 billion loan, Egypt's government spokesman Alaa El Hadidi said on Sunday.

More than two years of political upheaval have battered the Egyptian economy, leaving it in dire need of IMF funding to relieve a currency and budget crisis. The country's reserves of foreign currency have fallen to critically low levels, threatening its ability to import essential supplies of fuel and wheat.

President Mohamed Mursi's government initialed a deal with the IMF last November but postponed final ratification in December in the face of unrest triggered by a political row over the extent of his powers.

Hadidi, talking to reporters, gave no details on the new round of talks with the IMF. The IMF said last week a technical delegation would visit Cairo in the "first days of April".

Masood Ahmed, director of the IMF's Middle East and Central Asia department, visited Cairo on March 17, saying the Fund would continue talks aimed at agreeing possible financial aid.

New Phone by Facebook to Showcase Its Network - NYTimes.com

Facebook users post more photos, write more status updates and hit the like button more often from mobile devices than they do from computers. So it was almost inevitable that Facebook would introduce a smartphone that put its social network front and center.

On Thursday, Facebook plans to unveil the first smartphone created to showcase its social network. The phone, made by HTC, uses a version of Google?s Android software, according to two people briefed on the announcement, which will be made at a news conference at the company?s headquarters in Menlo Park, Calif.

The software is designed so that some of the core features of the phone, like the camera, will be built around Facebook?s services, according to one of the people, who is a Facebook employee. Both people briefed on Facebook?s plans spoke on the condition of anonymity because they were not authorized to discuss the product before the formal announcement.

Derick Mains, a Facebook spokesman, declined to share details of the event. But he said it would be a ?significant mobile-focused announcement.? The invitation sent to members of the news media says, ?Come see our new home on Android.?

For Facebook and any other online business that is supported by ads, mobile is a tough puzzle to crack. It is difficult to get people to look at advertisements on smaller screens, where display space is limited, without becoming too intrusive.

Facebook?s business strategy is to persuade people to congregate around its social network as much as possible and eventually show them more ads. That is why, over the last year, Facebook has been revamping its organization to be ?mobile first.? Every team at Facebook is involved somehow in its mobile products. And the company has recruited engineers who specialize in mobile phone development, including former Apple employees who worked on the development of the iPhone.

The Facebook employee familiar with the announcement said that when the Facebook phone is turned on, it will immediately display a Facebook user?s home screen. A phone with a strong Facebook focus would prompt customers to use Facebook more than competing apps and services. But the success of such a device would depend on how much support the handset received from wireless carriers, said Chetan Sharma, an independent telecommunications analyst who consults for carriers. The carriers can choose which devices are sold in their stores, as well as how prominently to promote them.

?Unless the phone is in front of the consumers in stores, it?s hard to see how it will gain traction,? Mr. Sharma said.

He said it was difficult to imagine that big carriers like AT&T and Verizon Wireless would place a serious bet on a Facebook phone from HTC, because that manufacturer?s other phones have not been selling very well. HTC once made a phone called the Cha Cha that had a button for posting photos directly to Facebook, but it sold poorly.

The idea of a Facebook-powered Android phone is not new. In 2008, Inq, a phone maker based in London, released a phone called the Inq1 that integrated Facebook services into crucial areas of the device. In 2011, it said it would release an Android phone called the Inq Cloud Touch, which had some of Facebook?s services integrated into the home screen.

But early last year, Inq pulled the plug on theCloud Touch, saying it would instead focus on other products. Frank Meehan, the former chief executive of Inq, said in an e-mail interview that the Inq had felt too threatened by Samsung Electronics, now the biggest maker of phones in the world, so it abandoned its plans.

?Samsung was already on a path to crush everyone, and we decided to get out of hardware and turned the company into software only,? Mr. Meehan said.

Mr. Meehan said that if HTC released an Android phone with a focus on Facebook, it would still face the problem that Samsung is the dominant player on Android, Sony is gaining traction in mobile and Huawei, a Chinese handset maker, is dominant in Asia. He said it would be better for Facebook to create a special layer that consumers could install on Android devices so the social network would embed more deeply into Android apps and Google services.

?I would see this as a more radical way of providing the social layer functionality on mobile that would really bring the power of Facebook to Android,? he said.

The Facebook employee familiar with plans for the new phone said the stand-alone mobile apps it released over the last two and a half years were essentially experiments to see what worked on mobile devices before rolling them into a Facebook-focused Android phone. This year the company introduced Poke, a private messaging service, as a stand-alone app. Last year, it released a camera app that specialized in tagging and uploading photos to Facebook. In 2011, it introduced Messenger, an app for free text messaging, which was later expanded to include free voice calls.

Facebook has been exploring making its own smartphone for the last two years. But the project, which was at one time code-named ?Buffy,? had stalled because the company could not decide whether to make its own hardware or team up with a phone maker.

Facebook?s approach to modifying Google?s Android software is similar to Amazon?s, said a former employee of Facebook who had been briefed on the product. For its Kindle Fire tablets, Amazon removed Google?s apps and promoted its own services, like the Kindle e-book store, Amazon?s video service and Amazon?s own app store. The tablet is essentially an Amazon-powered shopping console.

A smartphone that gives priority to Facebook services is good for Facebook, but it is unclear whether that is something consumers want. Jan Dawson, a telecommunications analyst at Ovum, said the concept was ?a solution to a problem that doesn?t exist.?

?There are lots of people who love Facebook, but I doubt if any of them feel like they need a more Facebook-centric experience on their phones,? he said. ?There isn?t anything obviously missing.?

He agreed that it was unlikely that wireless companies would put much support behind such a device, because they are already worried about the way Google and Facebook are supplanting carriers in people?s minds as providers of content and communication services.

Notable commitments and achievements

? European Union's big emissions pledge: The E.U. this week announced a goal to cut its emissions by 40 percent over 1990 levels by 2030.

? Just in time for Easter, Hershey's released a road map of its progress toward achieving 100 percent certified cocoa by 2020, suggesting that it will be 10 percent of the way to achieving that goal this year, and halfway by 2016.

??Global shipping giant Maersk continues its sustainability work, with an announcement that it is purchasing the biggest ship in the world, which will reduce emissions per container shipped by 50 percent. Suicide bomber, landmines rock northern Mali

BAMAKO, Mali (AP) ? A suicide bomber attempted to force his way past the defenses of the city of Timbuktu on Saturday, detonating himself on its outskirts, while a landmine exploded in another part of northern Mali, killing a total of three, officials said.

The twin attacks come as French President Francois Hollande told French television that French forces had attained their objectives in Mali, a country which until January had lost its northern half to an al-Qaida cell and their allies. After the extremists began a southward push, Hollande unilaterally authorized a military intervention, quickly liberating the main cities in the north. Outside the heavily fortified cities like Timbuktu, however, the jihadists are still present, leading an increasingly brutal insurgency.

"The jihadist was driving a car loaded with explosives," said a military official based in Timbuktu, who requested anonymity because he was not authorized to speak to the press. "He arrived on the road from Goundam at the Timbuktu checkpoint, and our elements opened fire. He blew himself up," killing himself and injuring at least one soldier, said the official.

Timbuktu resident Age Djitteye said he heard a loud explosion and heavy gunfire, starting at 10 p.m. on Saturday. By midnight on Sunday the shooting had receded, he said by telephone.

In a statement, the Ministry of Defense also confirmed that an army vehicle drove over a landmine during a patrol around 110 kilometers (70 miles) from the northern Malian town of Ansongo, killing two people on board.

For 10 months until this January, Timbuktu as well as much of the rest of northern Mali was ruled by al-Qaida in the Islamic Maghreb, as well as two other jihadist groups allied with the terror network.

First love child of human, Neanderthal believed found

The skeletal remains of an individual living in northern Italy 40,000-30,000 years ago are believed to be that of a human/Neanderthal hybrid, according to a paper in PLoS ONE.

If further analysis proves the theory correct, the remains belonged to the first known such hybrid, providing direct evidence that humans and Neanderthals interbred. Prior genetic research determined the DNA of people with European and Asian ancestry is 1 to 4 percent Neanderthal.

The present study focuses on the individual?s jaw, which was unearthed at a rock-shelter called Riparo di Mezzena in the Monti Lessini region of Italy. Both Neanderthals and modern humans inhabited Europe at the time.

?From the morphology of the lower jaw, the face of the Mezzena individual would have looked somehow intermediate between classic Neanderthals, who had a rather receding lower jaw (no chin), and the modern humans, who present a projecting lower jaw with a strongly developed chin,? co-author Silvana Condemi, an anthropologist, told Discovery News.

Condemi is the CNRS research director at the University of Ai-Marseille. She and her colleagues studied the remains via DNA analysis and 3-D imaging. They then compared those results with the same features from Homo sapiens.

The genetic analysis shows that the individual?s mitochondrial DNA is Neanderthal. Since this DNA is transmitted from a mother to her child, the researchers conclude that it was a ?female Neanderthal who mated with male Homo sapiens.?

By the time modern humans arrived in the area, the Neanderthals had already established their own culture, Mousterian, which lasted some 200,000 years. Numerous flint tools, such as axes and spear points, have been associated with the Mousterian. The artifacts are typically found in rock shelters, such as the Riparo di Mezzena, and caves throughout Europe.

The researchers found that, although the hybridization between the two hominid species likely took place, the Neanderthals continued to uphold their own cultural traditions.

That's an intriguing clue, because it suggests that the two populations did not simply meet, mate and merge into a single group.

As Condemi and her colleagues wrote, the mandible supports the theory of "a slow process of replacement of Neanderthals by the invading modern human populations, as well as additional evidence of the upholding of the Neanderthals' cultural identity.?

Prior fossil finds indicate that modern humans were living in a southern Italy cave as early as 45,000 years ago. Modern humans and Neanderthals therefore lived in roughly the same regions for thousands of years, but the new human arrivals, from the Neanderthal perspective, might not have been welcome, and for good reason. The research team hints that the modern humans may have raped female Neanderthals, bringing to mind modern cases of "ethnic cleansing."

Ian Tattersall is one of the world?s leading experts on Neanderthals and the human fossil record. He is a paleoanthropologist and a curator emeritus at the American Museum of Natural History.

Tattersall told Discovery News that the hypothesis, presented in the new paper, ?is very intriguing and one that invites more research.?

Neanderthal culture and purebred Neanderthals all died out 35,000-30,000 years ago.

Pageonce (for iPhone)


Sometimes, when you're out and about and the day's been hectic, it'll hit you that?oh no, you didn't schedule that credit card or student loan payment like you intended. And it's the fourth of the month which means your rent is officially four days late, and the grace period is only five days. In times of financial panic, the Pageonce mobile app (free) proves its worth. The free app, available for iPhone (the focus of this review), Android, Windows Phone 7, and BlackBerry, lets you see a snapshot of all your account balances and upcoming bills, with bill-payment functionality included, too. You can manage payments to credit card companies, utility providers, lenders, and even small proprietors, such as your landlord.

Don't mistake Pageonce for a complete financial management tool, though. You won't find in it budgeting tools or detailed information about your spending habits, something Editors' Choice Mint.com (free, 5 stars) provides through a fully automated site and mobile app. If your goal is to get a handle on your money, I highly recommend dedicating yourself to Mint. Pageonce is more for checking in on your financial situation and making quick corrections when you need to pay your bills. It has one or two other miscellaneous features thrown in, such as the ability to see at a glance many of your travel reward program balances, but the core Pageonce experience on an iPhone is to answer the question, "Do I have enough money in the right places right now?"

Fully Free
It may be worth pointing out that Pageonce formerly locked some features behind a paid Gold membership, but the company has done away with this premium tier. All Pageonce's features and functionality are now totally free.

You can set up a Pageonce account either right on your iPhone or from the full Pageonce.com website?and while we're on that subject, I should note that in my review of Pageonce, I point out that the mobile apps meet a need more than the website does. For setting up your accounts, it helps to have a full screen, keyboard, mouse, and additional browser tabs at the ready. But in actually getting use out of Pageonce, I wholly prefer the mobile app over the site. I think the former meets a consumer need better than the latter. For what it's worth, you can set up a Pageonce account right in the iPhone app if you prefer.

App Features
Inside the iPhone app, a plus sign at the upper right corner is your key to adding more accounts. Connect any kind of financial account?savings, checking, investment, retirement, loan?and the balance will be counted toward your Pageonce net worth (updated once daily, with a manual refresh option included). As mentioned, you can also connect to online accounts for bills, be they for insurance policies, Internet service, gas and electricity, or phone service. Whenever one of these bills or your credit card bill is near due, Pageonce will let you know via an alert, shown at the bottom of the screen.

The app's main dashboard, or Overview page, shows totals for available cash, bills owed and minimum payment due, investment balances, credit card debt, offers (essentially, advertisements for financial services), and Credit Guard (an offer for a credit report and protection service). These six items appear as easy-to-access tiles on the main dashboard.

Other buttons at the top let you manage existing connected accounts, view reports, access your settings, and add new accounts.

The reporting section contains a few interesting bits of information, such as a "file cabinet" that houses previous bill statements, although in testing the app, only two of my connected accounts put any information here, even though I had at least two more accounts that generate a monthly statement.

Another sub-section to the Reports page shows "all your account transactions." This area proves useful when you need to quickly check to see what changed recently in an account if the balance seems off from what you expected it to be. Also under the Reports page is payment history, although it doesn't contain any information prior to the date you connected your financial accounts to Pageonce. And finally, there's "Where your money's going," the place you can actually find real reports. Pie charts and tables detail your expenditures into five simple categories: bills and utilities; insurance; credit cards; loans; and other. In my testing, I found the report just didn't accurately capture what I truly wanted to know about my spending habits, like if I spend much more than I realize eating out, and whether I might be able to cut back on that kind of unnecessary expense to fund something else I need or want. Mint not only has those features, but it does most of the work for me in terms of identifying different kinds of credit card charges.

Bill Pay
The bill pay function is what makes Pageonce worthwhile for some people, namely, those who forget to pay their bills until the day before they're due (or later). ?

You can pay a bill, right from within the app, but the very first time you do so, it isn't exactly a one-two-three process (it does become more streamlined afterward, though). Let's say you want to pay your upcoming credit card bill. First, you have to enter the full credit card account number, even if that card is already connected to Pageonce. Second, you have to enter the complete information, account and routing numbers, from the checking account you want to use to pay.

Also, it can take up to two business days for a payment to process. That's typically of any online payment you initiate, however, so it's the same results you'd see from making an online payment right from your service provider's website.

One minor problem: In my account, I had one bill payment already scheduled (which I did outside Pageonce), but Pageonce had no knowledge of it, so had I not been careful, I might have tried to pay the same bill twice and double-taxed my own checking account. One thing I've always appreciated about making payments to one particular credit card company is that it pops up a warning if I try to schedule a payment within three days of an existing scheduled payment. You wouldn't believe how often I try to pay my bills more than once.

Security
Pageonce has good security measures in place to keep your financial information safe. You can't transfer money using Pageonce, so no one else can move your money through this service either. All your account info is kept under lock and key. Similar to Mint.com, Pageonce doesn't store any information on the phone itself, and uses bank-level encryption.

The app has a four-digit PIN, which you enter every time you exit the app or your phone goes on standby. Furthermore, Pageonce is VeriSign Secured (i.e., tested and approved by Norton) and TrustE approved.

The Pageonce iPhone app delivers on its promise to quickly show you your account balances as well as set up a bill to be paid on the fly when you forget to do it ahead of time. If you're the kind of person always getting hit by late charges, give Pageonce a try. Democratic hopes dashed for Hong Kong 2017 election

HONG KONG (Reuters) - Hopes that Hong Kong's 2017 election will be genuinely democratic have been dashed after a senior Chinese leader said, regardless of the vote, Beijing will have the final say on who is appointed Hong Kong's next leader.

Qiao Xiaoyang, chairman of the law committee of the National People's Congress, said China will not allow someone who "confronts" Beijing to become Hong Kong's leader.

"First, the nomination committee will decide. Then voters in Hong Kong will decide. Lastly, the central government will decide whether to appoint or not," Qiao said in a March 24 closed-door seminar, according to a transcript posted online on Wednesday.

Albert Ho, the city's Democratic Party lawmaker, said the move was a "pre-emptive strike" to contain people's expectations towards universal suffrage.

"It's fake universal suffrage, and it's not much better than the uncontested elections they have in Beijing," Ho said.

"Beijing is very skillful. They hold all the cards. They exert pressure, contain expectations, then they'll make sure they get the chief executive they want."

Pro-democracy groups say if Beijing fails to deliver universal suffrage that meets global standards, they will organize mass protests next year to block traffic in Hong Kong's central business district, according to media reports.

Hong Kong remains a beacon of democratic reform and civil liberties in China, which wants to see the self-ruled island of Taiwan reunited with the mainland, perhaps under a similar formula to Hong Kong.

Mike Dell's former lieutenant leads coup attempt

NEW YORK/SAN FRANCISCO (Reuters) - Dave Johnson finds himself once again pitted against a former employer.

In leading Blackstone Group's 11th-hour bid for Dell Inc, the acquisitions expert and famously tough negotiator has seated himself across the table from ex-boss and company founder Michael Dell. Their relationship has now become a crucial element in the battle over the largest private equity-led buyout since the financial crisis.

There may even be echoes of the way Nabisco Brands President John Greeniaus ended up switching sides from RJR Nabisco's CEO Ross Johnson in the struggle for control of the food and tobacco conglomerate in the leveraged buyout boom of the late 1980s.

Blackstone's Johnson, a former IBM executive with a reputation for working through the night rather than early in the day, may be joining the party late. But he could still up-end Michael Dell's original proposal to take the company private for $24.4 billion.

Whether the two former confidants can work together may decide the fate of the world's No. 3 PC maker.

The soft-spoken Red Sox and New England Patriots fan is described by people who have known him for a long time as likeable, smart and loyal. But that loyalty has been questioned twice as he has headed for the exits under controversial circumstances - once after more than 27 years at IBM, and then when he left Dell.

IBM unsuccessfully sued Johnson when he departed in 2009, alleging he violated a non-compete agreement.

Now Michael Dell - who told his executive team that Johnson would remain a close and personal adviser when he left to join Blackstone in January - is fighting to hold onto his company against a bid mounted by Blackstone less than three months later. Blackstone has not mentioned a role for his former boss.

"For all the good he does in an organization, the exit always seems to burn him," said a person close to Johnson.

"There was a lot of goodwill (at IBM) but in the last two minutes, he completely erases 25 years of history. Same thing at Dell."

The stakes are high for both men. Michael Dell could lose control of a company he nursed from a dorm-room operation into a global personal computer maker. He doesn't only have Blackstone breathing down his neck but has to also contend with a competing offer from billionaire investor Carl Icahn. Meanwhile, Johnson's first deal could be one of the most ambitious in technology for Blackstone in years.

Among people who know Michael Dell and Johnson, there is little agreement about how well the two men get along now.

The relationship was still close when Johnson, who led some $10 billion worth of deals during his time at Dell, worked to bolster the company's non-PC-making businesses in areas such as software and enterprise services.

Johnson was said to have weighed the offer from Blackstone for a while before taking the plunge, one of the people said.

Three others said Johnson left Dell alienated, and that some members of top management were unhappy with his track record and had few qualms about letting him leave for the world's largest private equity firm.

"Dave came into Dell as a change agent. Change agents have a tough job, and their job is to break glass," one of these people said. "And sometimes where you are breaking glass, people don't like what you are doing."

A spokesman for Michael Dell declined to comment, while a Blackstone spokesman declined to comment on behalf of Johnson. A Dell Inc spokesman also declined to comment.

WHEELING AND DEALING

During more than three years at the Texas-based computer maker, Johnson oversaw 18 to 20 acquisitions, according to a Dell spokesman. He reported directly to Michael Dell.

People who know him say Johnson is more comfortable wheeling and dealing in smaller settings, less at ease in the spotlight of major presentations such as Dell's analysts' day.

He was also known for keeping late hours.

"You can ask anyone at IBM," one of the people said. If Johnson's assistant scheduled a meeting early in the morning it probably "wasn't going to happen," this person said.

Johnson oversaw the 2009 purchase of Perot Systems Corp, which catapulted Dell into the technology services market alongside IBM and HP. Other deals during his tenure included Quest Software, SecureWorks, SonicWall Inc and Wyse Technology.

At Dell, Johnson was brought in to help beef up the company's enterprise-related portfolio and diversify away from its reliance on PCs. To that end, Johnson went on an acquisition spree for small to mid-size companies. A big believer in the proper integration of acquired companies, Johnson often told team members that "the real success of a transaction is in the integration."

The 61-year old brought discipline and rigor to Dell's M&A machine, instituting a playbook that aimed to standardize the M&A and integration process, one of the people said.

That playbook, for example, had templates for documents and contained a list of internal subject-matter experts.

While Johnson's strategy helped Dell expand its portfolio and reduce its reliance on PCs, the strategy was also criticized for being slow to offset a decline in PC sales and for failing to integrate the acquired companies fully with Dell to take advantage of scale.

But Carr Lanphier, analyst with Morningstar, said it is too early to tell whether Johnson's term at Dell was a success as his effort at diversification is not complete.

When Johnson joined Blackstone, the private equity giant had been looking for ways to bolster its technology team after having suffered a couple of dealmaker losses. These included Chip Schorr, who left Blackstone in 2010 after serving as its global head of technology investing.

Johnson is working on Dell with Chinh Chu, one of Blackstone's most experienced partners, who has been carrying out transactions for the firm since 1990.

Blackstone has reached out to a number of candidates who could run Dell should its bid succeed, replacing Michael Dell.

Sources involved in the fast-evolving discussions said Michael Dell and Johnson have competing visions for the company.

Two people close to Michael Dell have said he was concerned that Blackstone's buyout offer would dismantle the PC maker. Other people familiar with the situation have said Blackstone has considered a potential sale of Dell's financial services business as part of a strategy to turn things around.

Divestitures are not part of the plans by Michael Dell and his buyout partner, the private equity firm Silver Lake, two of the sources said.

I wonder what Nick Clegg?was thinking when he agreed to do a weekly radio slot for LBC radio.? He surely knew that he was going to? be getting various people having a go at him for government policies they weren?t happy with.? Maybe it was that old saying that all PR is good PR.? Certainly it?s got him into the news a few times, but mainly for the wrong reasons.? He received a particularly challenging reception on his first appearance when an ex-Lib Dem councillor called to say that he was ashamed of what the Lib Dems were doing.? He?s had Boris Johnson complaining about ministers using expensive limousines instead of public transport and last week he had to deal with an angry stay-at-home mum who?accused him and the Government of discriminating against traditional families.? For how much longer will he choose to commit to this self-inflicted torture?

Of all the policies announced in last week?s budget, the plans to allow families where both parents work ?to claim up to ?1,200 for each child under 5 to pay for childcare costs, seems to have upset the most people.? There have been plenty of people complaining that this penalises?stay-at-home mums, but at face value this seems rather odd. The new scheme will replace the current childcare voucher scheme that operates for working parents with children up to eleven, refunding the income tax on up to ?243 per month.? The system will be changing with the effect that some parents will find their childcare costs will reduce, whilst others, mainly with children at school, will have to pay more. I don?t remember there being an outcry when the childcare voucher scheme was introduced in 1989 and when Gordon Brown considered closing it in 2009, 93,000 people signed a petition calling on him to keep it.? There is a fairly reasonable assumption that if one parent stays at home they will not require paid childcare services? as they will be looking after their children themselves.? Therefore they won?t be losing out by not accessing state subsidised childcare.? Their incomes won?t be affected and they won?t be any worse off.

Of course in the world of politics and public perceptions things are rarely straightforward.? On the day of the budget, James Kirkup, the Deputy Political Editor for the Daily Telegraph wrote an incredibly insightful article on the matter, which he linked to Capuchin monkeys.? This may seem bizarre, but he used them to make a valid point.? According to the results of a test at Emory University, these monkeys will quite happily eat cucumber, but if one is given a grape (which they prefer), the others will refuse to eat their cucumber.? The conclusion was that if the monkeys thought they were being treated unfairly, they would reject what they had previously been given, even though the end result was that they went hungry.? Tests with humans often? reveal the same tendencies.? We will react badly if we perceive that we have been treated less fairly than others even if our circumstances do not change.? It becomes an issue of injustice that we naturally react against.

You can understand why the Government is keen to?have as many parents working as possible.? When both parents or a single parent works they pay tax, they often need to pay for childcare which employs others bringing in yet more tax.? Their increased earning allows them to spend more, which also brings in more tax to the treasury.? If a parent looks after their children at home, none of this happens and potentially it can cost the government more because of increased pay outs of benefits.? But what is good for the taxman is not necessarily good for the family.? It?s quite obvious that having a parent at home bringing up their young children is a sacrificial step.? Potential income through work is rejected and the parent temporarily puts aside any career ambitions they may have.? I?ve seen children at pre-school nurseries who stay from 7:30am to 6pm at night five days a week because their parents work fulltime whose behaviour suggests that they need to be spending much more?time with a loving parent who can give them plenty of attention and care in a way that they will not receive in a nursery setting even if the establishment?s provision is excellent.? It?s vitally important that children spend quality time with their parents in their early years to give them the best start in life possible.

However, expecting all families to have a parent looking after their young children fulltime is unrealistic and not always completely helpful.? Children who have spent time with other children in their early years are likely to have more developed social skills by the time they start school than those who have been on their own at home.? For some mothers being at home constantly looking after their children is not completely healthy and beneficial?for them.? There may be an ideal that the best mothers stay at home to look after their children, especially in religious circles, but that isn?t the case for everyone.? In the last chapter of the?book of Proverbs in the Bible it talks about the wife of noble character.? This is a passage that many people including Christians consider to be outdated, but the wife along with looking after her house and family also runs her own business and earns an income.

The point is that there is no such thing as a one-size-fits-all ideal when it comes to parenting.? Instead, parents need all the help they can get whether they chose to stay at home or go out to work.? Most families with small children struggle with reduced incomes.? The Government is therefore right to do what it can to ease the burden on working parents, but needs to value those who stay at home too.? The problem is that the Government has said and done some unhelpful things and also failed to do what it said it would.? Downing Street last week suggested that working parents had a ?greater need? for subsidies than those who care for their children full-time, which is not true.? Setting the income limit to receive the new childcare subsidy at ?150,000 per parent, doesn?t give the impression that it is targeted at those who need it the most.? Child Benefit increases?will be capped at?one per cent ?for three years and it has been reduced or removed from households where one earner pays the higher rate of tax.? Tax credits have also been cut for many families on lower incomes.? The Government has hit all parents hard but only given anything of value back to those where both parents work.

The last government did little to support the stability of families and some measures such as tax credits actually benefitted parents who weren?t living together.? Addressing these failures before the General Election in 2010, David Cameron made a speech entitled ?Mending our broken society?.? This is part of what he said:

?Well just consider this; consider the signals that we send people in Britain today. Consider the fact that we send a signal to couples that you?re worse off if you stay together and you?re better off if you separate?

?And let me just say something about the organisation that I think is the most important of all in fighting for a, and delivering, a responsible society and that is the family. I want the next Government to be the most family friendly Government we?ve ever had in this country and that is about everything we do to support families and it?s about supporting every sort of family.?

He also goes on to say a great deal about the incredible value of stable families and why marriage should be encouraged and supported including through the tax system.

The speech at the time was optimistic and hopeful and was music to my ears.? Here was a party leader who was fully committed to marriage and healthy families where children are put first.? Three years on, I might not be angry, but I am hugely disappointed.? These promises have by-and-large failed to materialise.? It feels as if families are more under attack now?than they have ever been and the Government is failing to give the impression it cares.? Certainly the Government needs to reign in its spending, but while families take a battering wealthy pensioners still have their winter fuel allowances and free bus passes.? There is a palpable sense of injustice amongst many parents of young families.? It?s not surprising that Justin Welby and the bishops felt the need to go on the offensive and challenge the Government its Child Benefit cap.? CARE and the Centre for Social Justice along with several Conservative?MPs continue to call for transferable tax allowances for married couples knowing these will disproportionately benefit many of those families who are less well-off.

When Nick Clegg?answers the calls during his radio phone in, you don?t often get the impression that he?s really?listening to the callers.? This is a common problem with government ministers?and when it comes to? families it appears that they?ve also stopped listening to themselves.? Strong families are one of the foundations of a healthy and prosperous society; they are not just a source of tax income.? Is it really surprising that the mother who phoned Nick Clegg said, ?You probably think what I do is a worthless job???There are plenty of parents both working and staying home who would be inclined to agree with her.

The Academy of Motion Picture Arts and Sciences confirmed Kanin's death Wednesday. She served as president of the U.S. film academy from 1979 to 1983.

'She was committed to the Academy's preservation work and instrumental in expanding our public programming. A tireless mentor and inspiration to countless filmmakers, Fay's passion for film continues to inspire us daily," said the Academy in a statement. "Our prayers and condolences go out to her loved ones.?

Kanin was nominated for an Academy Award for 1958's "Teacher's Pet" alongside her husband and writing partner, Michael Kanin. The film starred Clark Gable and Doris Day.

Fay Kanin was also recognized for her television contributions, winning two screenwriting Emmys in 1974 and another for producing the TV special "Friendly Fire" in 1979. Kanin also got a Tony nomination in 1985 for her book to the musical ?Grind.?

According to?Variety:

"In addition to her tenure as AMPAS president from 1979-83, Kanin was chair of the National Film Preservation Board of the Library of Congress for two decades, served on the boards of the Academy and of the American Film Institute, was president of the Screen Branch of the Writers Guild of America and served as an officer of the Writers Guild Foundation.

Then-Paramount chief Sherry Lansing told writer Cari Beauchamp in 2001 that Kanin is ?one of the great women of our time. She is an excellent writer, an exceptional leader, an extraordinary role model and a personal inspiration to me.?

Details on Kanin's survivors and cause of death were not immediately available.

George Zimmerman's brother says Twitter rant a "mistake"

ORLANDO, Florida (Reuters) - The brother of George Zimmerman, the man charged in the 2012 shooting death of unarmed black Florida teenager Trayvon Martin, said on Wednesday he was wrong to tweet a series of racially charged comments about his brother's case.

"I made a mistake," Robert Zimmerman Jr. said during an appearance on CNN's Piers Morgan Live. "It unfortunately may not have helped George."

George Zimmerman was charged with second-degree murder for killing Martin, who was 17, after an altercation in a residential neighborhood in Sanford, Florida.

Prosecutors contend George Zimmerman, then a neighborhood watch captain, racially profiled Martin, then pursued and shot him while Martin was returning from a convenience store to a townhouse where he was staying with his father.

Robert Zimmerman this week posted side-by-side photos of Martin and one of two teenagers arrested last week in a fatal shooting of a 13-month-old boy as his mother was pushing his stroller down the street in a coastal Georgia town.

The separate photos showed Martin and the teenager posing while making an obscene gesture.

Robert Zimmerman wrote in a tweet, "a picture is worth a thousand words ... any questions?" In another tweet, he said, "Lib media shld ask if what these2 black teens did 2 a woman&baby is the reason ppl think blacks mightB risky."

Morgan, in his interview with Zimmerman, called the tweets "incendiary" and "bordering on outright racism."

"I understand this was controversial and I apologize," Robert Zimmerman said.

Mark O'Mara, George Zimmerman's lawyer, has criticized Robert Zimmerman's tweets.

George Zimmerman's trial is set to start in June.

Free agency opened 15 days ago.? This year, the initial surge of cash was more limited than ever, more than a few guys settled for one-year deals, and plenty of other players are still waiting to get paid.

For some, the issue is cap space.? For many, it can?t be.? As of Tuesday, March 26, 13 teams still had more than $10 million in spending room for 2013, and five still had more than $20 million, per a source with knowledge of the NFLPA?s calculation of remaining cap room.

Leading the way are the Bengals, who despite numerous re-signings still have $28.9 million to spend.? The Browns come in a close second, with $28.7 million.

The Bucs get the bronze for saving their gold, with $26.8 million.? Also, the Jaguars have $26.6 million, and the Eagles have $26.3 million.

Others with eight figures include the Packers with $18.3 million, the Bills with $16.8 million, the Dolphins with $15.7 million, the Cardinals with $14.0 million, the supposedly spending-to-the-cap Patriots with $13.4 million, the supposedly cap-strapped Jets with $13.0 million, the Colts with $11.7 million, and the Titans with $10.7 million.

This year, teams are required to spend 89 percent of the unadjusted cap.? But that number is determined at least for now on a four-year rolling average, which essentially allows teams to pocket 44 percent of a single year?s spending limit from 2013 through 2016.? Based on the current cap numbers, some teams are well on their way to that number.

Cellphone buyback ATMs tempt ? but also thwart ? thieves

Cellphone buyback ATMs that dispense cash for phones and other electronics sound like a petty thief's dream. And indeed, a recent article in the Washington Post called attention to the machines serving as a speedy, low-risk fence for stolen property. But EcoATM, which operates a network of 340 machines in 20 states, is trying to make things hard, if not impossible, for criminals.

"We totally recognize that people steal cellphones," the company's director of marketing, Ryan Kuder, told NBC News. "We've got a policy to return any phone we find that has been reported lost or stolen at no charge ... so we've got a serious disincentive to accept stolen phones."

To that end, EcoATMs actually perform quite a battery of authentications on the seller and phone itself:

  • Several high-resolution pictures are taken of the person selling the phone.
  • They must present a valid ID showing them to be over 18.
  • This ID is checked against internal and police blacklists.
  • A thumbprint is taken.
  • The serial number of the phone is recorded and cross checked with available stolen phone databases.
  • Finally, the purchase must be manually approved by an EcoATM representative, who can access all this data.

Yet this still might not be enough ? a thief might use an accomplice with a clean record to sell the devices, or go to a kiosk in another city, where the phone won't appear on local stolen-phone databases. But Kuder points out that these are the same risk that other pawn shops and trade-in-friendly store face.

Like those establishments, EcoATM works with police. But while there is some collaboration, it's necessarily limited owing to the lack of a single nationwide or worldwide lost and stolen phone registry. Carriers, likewise, have no central listing of phone serial numbers that are still under contract, reported lost, and so on. EcoATM shares this info "fully and transparently" with police, but that's not as easy or universal to do as it could be.

In the meantime, the company's buyback machines, though susceptible to clever criminals, at least provide a nice paper trail ? unlike, for example, Craigslist, the popular classifieds site that is largely anonymous and frequently used as a cash-only clearing-house for stolen items.

With hundreds of thousands of devices bought back by the kiosks, and then recycled or resold, the automated ecosystem is new and growing. Still, it may never be 100 percent crime-proof.

As the Same-Sex Marriage Question Heads to the SCOTUS?

Here is a snippet of the?amicus brief of the U.S. Conference of Catholic Bishops.

California?s Proposition 8 encourages and supports the union of one man and one woman, as distinct from other interpersonal relationships, by giving it alone the name ?marriage.? This is rationally related to legitimate state interests for several reasons.

First, as a matter of simple biology, the union of one man and one woman is the only union capable of creating new life. Second, the People of California could reasonably conclude that a home with a mother and a father is the optimal environment for raising children, an ideal that Proposition 8 encourages and promotes. Given both the unique capacity for reproduction and unique value of homes with a mother and father, it is reasonable for a State to treat the union of one man and one woman as having a public value that is absent from other intimate interpersonal relationships.

While this Court has held that laws forbidding private, consensual, homosexual conduct between adults lack a rational basis, it does not follow that the government has a constitutional duty to encourage or endorse such conduct. Thus, governments may legitimately decide to further the interests of opposite-sex unions only. Similarly, minimum standards of rationality under the Constitution do not require adopting the lower court?s incoherent definition of ?marriage? as merely a ?committed lifelong relationship,? which is wildly over-inclusive, empties the term of its meaning, and leads to absurd results.

The lower court?s definition of ?marriage? also fails to reflect the deference to legislative decision-making that characterizes rational basis analysis generally. This is particularly egregious in a context where deference to States is especially warranted, both because marriage is a traditional concern of the States, and because ongoing controversies about marriage are currently working their way through reasonable democratic processes, yielding a range of results.

The combined force of these objectives argues for upholding Proposition 8, even if this Court were to apply a higher level of scrutiny. Marriage, understood as the union of one man and one woman, is not an historical relic, but a vital and foundational institution of civil society today. The government interests in continuing to encourage and support it are not merely legitimate, but compelling. No other institution joins together persons with the natural ability to have children, to assure that those children are properly cared for. No other institution ensures that children will at least have the opportunity of being raised by their mother and father together. Societal ills that flow from the dissolution of marriage and family would not be addressed?indeed, they would only be aggravated?were the government to fail to reinforce the union of one man and one woman with the unique encouragement and support it deserves.

Proposition 8 is not rendered invalid because some of its supporters were informed by religious or moral considerations. Many, if not most, of the significant social and political movements in our Nation?s history were based on precisely such considerations. Moreover, the argument to redefine marriage to include the union of persons of the same sex is similarly based on a combination of religious and moral considerations (albeit ones that are, in our view, flawed). As is well established in this Court?s precedent, the coincidence of law and morality, or law and religious teaching, does not detract from the rationality of a law.

Finally, redefining marriage?particularly as a matter of constitutional law, rather than legislative process?not only threatens principles of federalism and separation of powers, but would have a widespread adverse impact on other constitutional rights, such as the freedoms of religion, conscience, speech, and association. Affirmance of the judgment below would create an engine of conflict in this area, embroiling this Court and lower courts in a series of otherwise avoidable disputes?pitting constitutional right squarely against constitutional right?for years to come.

MONTREAL (AP) - Marco Di Vaio scored in the 14th minute and the Montreal Impact beat the New York Red Bulls 1-0 on Saturday to improve to 4-0.

New York (0-2-2) finished the match short a man after defender Brandon Barklage was sent off for taking down Patrice Bernier at the edge of the penalty area in the 74th minute.

The Red Bulls had a slight edge in ball possession, but the Impact dominated the scoring chances and wasted a handful of opportunities to pad the lead.

"We wanted to do bring the game to Montreal. We were doing that, but also give credit them credit. Montreal is very organized and compact. There's a reason they're 4-0."

The Red Bulls new signing from Paris St. Germain, Peguy Luyindula, played his first game at forward and had his side's best chance of the first half. Heath Pearce's attempt off Juninho's free kick was deflected by Perkins to the top of the box, where Luyindula chipped it over the bar in the 38th minute. And Luyindula was in front again in the second, but only got a touch on a feed from the right side and was stopped by Perkins.

Good food brings people together. Lincoln is a food aficionado. He loves to eat good food and tailors his rigorous exercise program to encompass the dishes he loves. So it?s no surprise that when I asked Lincoln and Christi how they met, the story included New Mexico and this fabulous Italian pasta sauce.

While dating Christi, Lincoln made this thick and chunky spaghetti sauce loaded with sliced mushrooms on more than one occasion and basically wowed her. That turned into wooing and now they share their love of good food on their life journey together. A terrific cook in her own right, Christi cooks ?made from scratch? dishes for him on a regular basis. I can vouch because I?ve dined at their table and exchanged recipes cards with them, the kind that have a splash of tomato sauce Bramwell Spaghetti Sauceon one corner and a thumb print of olive oil on the other.

Is there someone in your life that you want to draw closer? This spaghetti sauce could be just the ticket. At a minimum, it?s a meaty, savory dish that?s can bring together family and friends.

Recipe: Bramwell Spaghetti Sauce

Prep Time: 10 Minutes | Cook Time: 80+ Minutes | Yield: 6-7 Cups | Level: Easy

Ingredients
sliced mushrooms

Special Equipment ? large pot

Instructions
1 Brown the ground beef in a large pot. Drain fat.

2 Add oil, onion, garlic, mushrooms and saut? until onions are translucent and mushrooms softened.

3 Add tomatoes, stirring to loosen the brown bits on the pan. Add apple juice, vinegar, sugar, salt, basil, oregano and combine. Bring to a boil then reduce and simmer for 1 hour stirring occasionally. The ingredients meld together for a very tasty pasta sauce.
after 1 hour
If time permits, simmer for 2 hours. The ingredients break down and begin to concentrate.
after two hours
If possible, simmer for 3 hours. The sauce becomes a luxurious, rich sauce you would find in a restaurant in Italy.simmered 3 hours

4 Fifteen minutes before serving, add the tomato paste and parsley. Adjust for salt. Serve over spaghetti or other pasta of choice.

Grate fresh parmigiana-reggiano over the sauce.

Double or triple this sauce. It only takes a couple extra minutes to dice extra onions and slice more mushrooms. Maximize the output of the simmering time yielding enough for a crowd or freezing for later.

Applications
Penne, shells, twists or other tube pasta pair well with chunky pasta sauces such as this one.

Serve this pasta dish with a fresh green salad and Italian dressing and Herb Garlic Bread.
